He is generally regarded as Australia's leading strategic analyst.
Professor Ball was Head of the Centre from 1984 to 1991. He is the
author or editor of some 30 books and monographs on global strategic
matters, regional security developments and Australian defence issues.
He has served as a consultant to a wide range of Australian government
departments and agencies.
In the 1970s and 1980s, Professor Ball was one of the key actors in the
conceptual transformation in Australian defence policy away from `forward
defence' and dependence upon `great and powerful friends' to the defence
of Australia and self-reliance. He has worked on most aspects of
Australian defence policy, including defence decision-making processes,
force development methodologies, intelligence capabilities, defence
acquisition programs (e.g., the F/A-18 and Jindalee programs), ADF
command and control arrangements, Northern agencies, and Australian
defence infrastructure, including Australian defence industry.
Since the early 1980s, Professor Ball has worked increasingly on security
developments in the Asia/Pacific region. In addition to his research and
publication activities Professor Ball has been at the forefront of
so-called `second-track' processes of cooperation in the region. He is a
founding member of the Steering Committee of the Council on Security
Cooperation in the Asia Pacific (CSCAP).
