Professor Desmond Ball is a Special Professor in the Strategic and
Defence Studies Centre at the Australian National University, Canberra.
He is generally regarded as Australia's leading strategic analyst.

Professor Ball was Head of the Centre from 1984 to 1991. He is the
author or editor of some 30 books and monographs on global strategic
matters, regional security developments and Australian defence issues.
He has served as a consultant to a wide range of Australian government
departments and agencies.

In the 1970s and 1980s, Professor Ball was one of the key actors in the
conceptual transformation in Australian defence policy away from `forward
defence' and dependence upon `great and powerful friends' to the defence
of Australia and self-reliance. He has worked on most aspects of
Australian defence policy, including defence decision-making processes,
force development methodologies, intelligence capabilities, defence
acquisition programs (e.g., the F/A-18 and Jindalee programs), ADF
command and control arrangements, Northern agencies, and Australian
defence infrastructure, including Australian defence industry.

Since the early 1980s, Professor Ball has worked increasingly on security
developments in the Asia/Pacific region. In addition to his research and
publication activities Professor Ball has been at the forefront of
so-called `second-track' processes of cooperation in the region. He is a
founding member of the Steering Committee of the Council on Security
Cooperation in the Asia Pacific (CSCAP).

BIOGRAPHY

Alan Dupont is the Director of the Asia-Pacific Security Program at the Strategic and Defence Studies, Australian National University, Canberra, Australia, and has had more than twenty years experience working in government on Asia-Pacific security issues especially with the Departments of Defence and Foreign Affairs and Trade. He has worked as a defence intelligence analyst, freelance journalist and diplomat, and has had postings to South Korea (1984-87) and Indonesia (1991-94) with the Australian Embassy.

He has published widely on regional security issues in academic journals like Survival, Contemporary Southeast Asia, and the Indonesian Quarterly as well as The International Herald Tribune, The Australian, The Australian Financial Review and several regional newspapers. He is currently writing a book on emerging challenges to East Asian security in the 21st century. Among the issues the book will deal with are illegal migration, transnational crime and the environmental dimension of security.

Mr. Peter G. Strauss established an independent consultancy in 1991, following 40 years' diverse experience of the coal industry particularly in Australia, New Zealand, south-east Asia, the Indian sub-continent, North and South America and the U.K. He was employed by the National Coal Board in U.K. from 1955 - 70 as Prospecting Officer, Opencast Executive, Scientist in the Coal Survey Laboratory and Area Geologist responsible for the geological aspects, including exploration, in the planning, development and operation of 15 underground mines using longwall systems. From 1970 - 89 he worked with Robertson Australia Pty. Limited, part of The Robertson Group, as Chief Coal Geologist and in later years General Manager - Fuel. In that capacity he managed and undertook senior consultancy roles in coal and lignite projects. In 1989 he joined Gilfillan Associates Pty. Limited as Senior Associate - Coal where he continued these roles until 1991. He has written and presented a number of coal - related papers pertaining to the Pacific Region and the U.K. Projects undertaken since establishing independent company have principally involved Australia, Brunei, China, Colombia, India, Indonesia, Malaysia, Mongolia, New Zealand, North Korea and Venezuela. Details of selected Asian projects are: North Korea. Coordinator/Adviser of a UN - funded project on Strengthening of the Research & Development of a Mine Institute. Four missions (1995 - 98). China. Assessment of coal resources in south-east China (1996). Mongolia. Definition of coal targets (Phase 1) and visit to assess Tavantolgoi Coalfield (Phase2) (1991 - 92). Visit to Baganuur lignite mine in mid-1990's. India. Reviews of black coal resources, mining and infrastructure throughout India, the most recent in 1994. Many visits to the Indian sub-continent. Indonesia. Numerous diverse projects since 1974. Includes a secondment to the Peat and Coal Exploration Sub-Directorate of the Directorate of Mineral Resources in Bandung, funded by the ADB (1986 - 87). The prime aim was to increase the capability of the Sub-Directorate. Mr. Strauss is a Member of the Mineral Industry Consultants Association, a Fellow of the Australasian Institute of Mining and Metallurgy, and a Member of the Geological Society of Australia.
