BIOGRAPHY

Luo Renshi was born in 1925. After graduation from West China Union University,
he served successively as platoon leader, company commander, staff officer and instructor
after joining the People's Liberation Army in 1950. He was appointed deputy division chief
of the Ministry of National Defense in 1978, Chinese Representative to the Conference for
Disarmament in Geneva and Chief of the Group for Disarmament Negotiations of the
Ministry of National Defence in 1979 and defence attache of the Chinese Embassy in France
in 1982. He joined BIISS in 1986 after retiring from military service. He is now a senior
research fellow of BIISS.

BIOGRAPHY

Dingli Shen is an Associate Professor of Fudan University in Shanghai, China,
with a PhD in physics from Fudan in 1989. Dr. Shen spent 1989-1991 at Princeton
University as an arms control post-doc. In 1991 he started and is now co-chairing the
Program on Arms Control and Regional Security Studies at the Center for American Studies
of Fudan University. At Fudan, Dr. Shen conducts both teaching and research on nuclear arms
control and non-proliferation. His major interests cover nuclear test ban, regional nuclear
non-proliferation with particular concern on South Asia and Korean Peninsula, nuclear
weapons policy, as well as Sino-US relations.
