Chairman of the Defense and Foreign Affairs Government Parliamentary Committee and
Chairman of the Council and Executive Committees of the Singapore Institute of International
Affairs. He is also Associate Professor at the National University of Singapore. Dr. Soon
received a Certificate in Education from the University of Birmingham (1958), a BA Honors from
the University of Singapore (1966) and a PhD in International Relations from the Australian
National University (1972). He has been a research scholar or fellow at the Australian National
University, the Institute of Southeast Asian Studies, St. Anthony's College, Oxford, Columbia
University, UC Berkeley and the London School of Economics. Dr. Soon was first elected to
Parliament in 1976. He is or has been chairman of several regional organizations, including the
Council on Security Cooperation in the Asia Pacific and the ASEAN Institutes of Strategic and
International Studies.
