The Nautilus Institute obtained this document throught the Freedom of Information Act (5 U.S.C. 552) which releases U.S. government documents to the public, upon request. The FOIA sets standards for determining when documents must be made available or may be withheld, gives requesters specific legal rights, and provides administrative and judicial remedies when access to records (or portions thereof) is denied.
