Seizabro Sato was born on July 8, 1932. From 1953-1955 he attended the School
of Liberal Arts, University of Tokyo, from 1955-1957 the Faculty of Literature, Department of
Japanese History, University of Tokyo and from 1958-1960 the Faculty of Law, Department of
Political Science, University of Tokyo. Since 1995 he was been Professor at the Graduate School
of Policy Science, Saitama University. From 1992-1995 he was Professor at Keio University in
the Faculty of Policy Management. He has also been since 1988 Research Director at the
Institute for International Policy Studies and Alternate Member on the PECC (Pacific Economic
Cooperation Conference) Standing Committee. From 1981-1986 he was a member of the Prime
Minister's Commission for the Promotion of Administrative Reform, from 1983-1984 a member
of the Japan-US Advisory Commission, and from 1979-1980 a member of the Prime Minister's
Study Groups on Pacific Corporation and on Comprehensive Security. Professor Sato was
Professor at University of Tokyo Graduate School of Law and Political Science and School of
Liberal Arts from 1977-Sep.1992. He has been a visiting professor at El Colegio de Mexico and
a research fellow at Harvard.

Professor Sato has published many books and numerous articles both in Japanese and in English
on Japanese Politics and foreign policy. Some of his recent English publications include: "Korean
Peninsula Issues and US-Japan-South Korean Relations," (co-ed.), Center for Strategic and
International Studies, Washington, DC 1993, "Prospects for Global Order," (co-ed.), Royal
Institute of International Affairs, London, 1993 and "Korean Peninsula Development and US-
