BIOGRAPHY

Professor of International Policy Studies and Director of the Center for East Asian Studies, Monterey Institute of International Studies. Received Ph.D. in International Relations, University of Southern California,1981; M.A. in International Relations, University of Southern California, 1977; B.A. in Political Science, Waseda University, Tokyo, 1975; B.A. in Political Science, Oregon State University, 1974. Has been: Visiting Research Scholar, Faculty of Law, University of Tokyo, February-July 1996; Visiting Research Fellow, Faculty of Law, Seikei University, Tokyo, September 1995-January 1996; Visiting Research Fellow, Slavic Research Center, Hokkaido University, Sapporo, Japan, Summer 1991; Visiting Research Fellow, Center for Asian and Pacific Studies and Faculty of Law and Politics, Seikei University, Tokyo, Summer 1988. Has received: Fulbright-Hays Research fellowship, Asia Foundation grant, Center for Global Partnership grant, Japan Foundation fellowship, US Department of Education grant. Current research interests: international political economy, international coop eration and conflict resolution, political economy of international security, international and comparative oceans policy (resources, environment), political economy of Asia-Pacific, Northeast Asian international relations, Japanese foreign and security policy, Japan-US relations, Japan-Russia relations.
