As a Senior Analyst with Science Applications International Corporation, Ms.
Davidson works on nuclear non-proliferation and political /military policy
issues. She is currently authoring a paper examining the strategic
personality of Iraq, to include Baghdad's choices about the organization,
control, deployment, and possible use of nuclear weapons. She recently left
the Central Intelligence Agency after fifteen years for the private sector.
Ms. Davidson is also an Assistant Professor of the Adjunct Faculty of Troy
State University where she teaches four graduate-level courses in

Lowell Dittmer was born October 12, 1941 in Greenville, North Carolina and is
married with one child. He holds a BA in Political Science from Utah State University (1965)
and an MA (1967) and PhD (1971) in Political Science from the University of Chicago. His MA
thesis was entitled "The Chinese Marriage Law of 1950: A Study of Elite Control and Social
Change" and his PhD, "Liu Shao-ch'i and the Chinese Cultural Revolution." He has taught at
the University of California, Berkeley since 1978. Previously he was an assistant professor at
the State University of New York, Buffalo. Dr. Dittmer has been a visiting professor Peking
University, Beijing and at the University of Michigan. At Berkeley he has served on a variety
of academic committees, including the Group in Asian Studies and the Center for Chinese Studies
Committee.

Dr. Donnelly left the Congressional Research Service in 1993 where he worked as
a senior specialist in the energy program for 20 years. He continues to work for it as a consultant.
He was involved in Congressional research which culminated in the NPT Act of 1978. He also
wrote extensively on US agreements for nuclear cooperation, proliferation, and the International
Atomic Energy Agency, IAEA safeguards, Japan's sea shipment of plutonium from Europe and
renegotiated US agreements.

Lewis A. Dunn received his PhD in Political Science (1973) from The University of
Chicago and his BA (with honors, 1965) in Government from Cornell University. He is an SAIC
Vice President and Manager of the Weapons Proliferation and Strategic Planning Operation at
SAIC, working on projects in arms control negotiations and implementation, nonproliferation
policy issues, regional security matters, strategic planning and intelligence planning. Dr. Dunn
is former Assistant Director of the US Arms Control and Disarmament Agency and Ambassador
to the 1985 Nuclear Non Proliferation Treaty Review Conference. He is also a member of the
Director of Central Intelligence's Nonproliferation Advisory Panel. Dr. Dunn is the project
manager for SAIC's support on arms control and nonproliferation matters to the Department of
Energy's Office of Arms Control and Nonproliferation. He directs or conducts research and
planning for arms control and transparency measures, a bilateral or multilateral fissile materials
production cut off and relationships among WMD. Dr. Dunn was the manager and a principal
investigator of SAIC's recent project on Global Proliferation undertaken for the Defense Nuclear
Agency. In addition, Dr. Dunn has conducted strategic planning assessments on proliferation and
intelligence for the Department of Energy's Office of Intelligence and the CIA's Nonproliferation
Center. He also has been a project manager and contributor to studies and workshops on
Regional Proliferation Futures for Lawrence Livermore National Laboratory and the Intelligence
Community. Appointed by the President of the United States and confirmed by the US Senate
with assistant secretary rank, Dr. Dunn identified and implemented policy initiatives on nuclear
nonproliferation and related arms control issues.

Dr. Thomas W. Graham has an AB (International Relations) from Stanford and a
PhD from MIT (Political Science). Prior to coming to the Rockefeller Foundation, he was
Policy Research Coordinator at the University of California's Institute on Global Conflict and
Cooperation (IGCC), the Executive Officer of the Aspen Strategy Group (chairs: Prof. Joseph
S. Nye, Dr. William Perry and Gen. Brent Scowcroft), Director of the Public Opinion Research
Project at Yale University and a Foreign Affairs Officer at the US Arms Control and
Disarmament Agency. He has worked on arms control and international security for the past
15 years. His research covers the distinct fields of nuclear proliferation and American public
opinion and has been published in journals such as _Public Opinion Quarterly_ and _The Journal
of Conflict Resolution._ In addition, he has published two books: _American Public Opinion
on NATO, Extended Deterrence, and Use of Nuclear Weapons: Future Fission?_ (1989) and
_Nuclear Deterrence and Global Security in Transition (edited with Dr. David Goldfisher, 1992).
He is a consultant to Lawrence Livermore National Laboratory and a member of the Council
on Foreign Relations. His most recent works on nuclear proliferation include "Arms Control,
Military Strategy and Nuclear Proliferation" (1992), "Nuclear Deterrence, Arms Control and
Confidence Building in South Asia" (1991), "Winning the Nonproliferation Battle" (1991), and
"New Threats: Responding to the Proliferation of Nuclear, Chemical and Delivery Capabilities

Mel Gurtov is Director of Asia Programs and Professor of Political Science and
International Studies at Portland State University, Oregon. Previously, he was on the social
science staff of the RAND Corp. (1966-71) and the University of California, Riverside
(1971-86). He is author of 12 books and numerous articles on Chinese politics and foreign
policy, US foreign policy in the Third World, and international politics. Among these are
_Global Politics in the Human Interest_ (Rienner, 3d ed., 1994) and _China Under Threat_
(Johns Hopkins, 1980). Currently, he is working on two major projects: a study of the future
of South Korea's foreign policy, particularly in NE Asia, for which he was a Senior Fulbright

Since 1994 Richard Halloran has been an independent writer, contributing to American and Asian
publications on security matters, US policy in Asia and other Asian and Pacific issues. From
1990-1994 he worked at the East-West Center in Honolulu, Hawaii as Director of the Program
on Communications & Journalism. Mr. Halloran worked for The New York Times for more than
twenty years. Most recently he was Military Correspondent, covering armed forces and Defense
Correspondent, covering the Pentagon and defense industry. Mr. Halloran served as Bureau
Chief for Japan, Korea, Taiwan, Central Pacific from 1972-1976. Before joining The New York
Times, he worked for The Washington Post and Business Week. Mr. Halloran received the
George Polk Award for National Reporting in 1982, the Gerald R. Ford Prize for Distinguished
Reporting on National Defense in 1988 and the US Army Medal for Outstanding Civilian Service
in 1989. He is the author of _Japan: Images and Realities_, Alfred A. Knopf, 1969, _Conflict and
Compromise: The Dynamics of American Foreign Policy,_ John Day, 1978, _To Arm A Nation:
Rebuilding America's Endangered Defenses_, Macmillan, 1986 and _Serving America: Prospects
for the Volunteer Force_, Twentieth Century Fund, 1988. He holds an AB (1951) with distinction in
government-international relations from Dartmouth College and an MA (1957) in East Asian
Studies, with an emphasis on Japan from the University of Michigan. He also attended
Columbia University's East Asia Institute on Ford Foundation Fellowship in Advanced
International Reporting, with emphasis on China. Mr. Halloran also had a career in the United
States Army, first as an enlisted soldier, then as a paratrooper and finally as a member of
military advisory groups in Japan, Okinawa, Korea, Vietnam and Taiwan. He received an
honorable discharge as First Lieutenant in 1955.

PETER HAYES is a senior researcher at the Nautilus Institute, a non profit research and
education institute. He has a doctorate from the Energy and Resources Group at University of
California at Berkeley. Professionally active as an environmental and energy consultant in
developing countries in Asia for intergovernmental agencies, he also writes widely about
security affairs in the Asian-Pacific region.

He is best known for his co-authored book American Lake, Nuclear Peril in the Pacific
(Penguin, 1987; Asahi Shimbun, 1987) and his Pacific Powderkeg, American Nuclear
Dilemmas in Korea (Free Press, New York, 1990 and Han-ul Press, Seoul, 1991). He is
coauthor and editor of The Global Greenhouse Regime, Who Pays?, UN University Press
(Tokyo)/Earthscan Press (London), 1993. He is currently editing and writing three books
ICBM proliferation and space; regional environmental cooperation in Asia; and nuclear
proliferation in Korea. He has visited North Korea on four occasions to discuss the nuclear
issue, most recently in October 1993.

Nautilus Institute's peace and security program includes three active projects on nuclear
proliferation in Northeast Asia. These are:
