BIOGRAPHY

Mr. Savage, a native of Boston, MA, received an M.A. in History at the University of Hawaii at Manoa (1994) and a B.A. in History at the University of Chicago (1990). He was a Degree Fellow at the East-West Center in Honolulu (1992-1994), and served as a Research Fellow at the Academy of Korean Sciences in Songnam, ROK (1994-1996). His publications include "American Response to the Korean Independence Movement: 1910-1945" in the University of Hawaii Journal of Korean Studies 10 (1996). He has studied Korean language at the University of Hawaii, Seoul National University, and Yonsei University. He served as the NAPSNet writer in the ROK from 1995-1996. He joined the Nautilus staff as Security Program Assistant on October 1, 1997.

BIOGRAPHY

Robert A. Scalapino was born in Leavenworth, Kansas. He received his B.A.
degree from Santa Barbara College and his M.A. and PhD. degrees from Harvard University.
He has taught at the University of California at Berkeley, and founded the Institute of East Asian
Studies and remained its director until 1990. He has published some 420 articles and 38 books
or monographs on Asian politics and U.S. Asian policy. Travelling extensively in Asia, he has
served as a visiting lecturer at Peking University, as well as residences in South Korea, Taiwan,
Southeast Asia, North Korea, Mongolia, and the former Soviet Union.

Dr.Lawrence Scheinman is Distinguished Professsor of International
Policy and Director of the Washington Office of the Monterey Institute
of International Studies and Emeritus Professor at Cornell University.
He is the former Assistant Director of the United States Arms Control
and Disarmament Agency responsible for Nonproliferation and Regional
Arms Control, and previously served as Principal Deputy to the Deputy
UnderSecretary and Senior Advisor to the UnderSecretary of State for
Security Assistance, Science and Technology (Carter Administration).
He has also been Head of the Office of International Policy Planning
at USERDA and Counselor for Nonproliferation at the Department of
Energy, and for two years Special Assistant to the Director-General of
the International Atomic Energy Agency. He has published
extensively on nonproliferation and arms control, international
integration and French politics. Dr. Scheinman was a member of the
Council on Foreign Relations/Brookings Institute Task Force on U.S.
Policy Toward India and Pakistan. He holds a PH.D from the University
of Michigan, a J.D. from NYU and is a member of the New York Bar.

BIOGRAPHY

Brian R. Shaw currently serves as Technical Group Manager for environmental
management and policy at the Pacific Northwest National Laboratory of the U.S.
Department of Energy. He has over 20 years experience as a scientist and
manager in environment, energy and policy activities in private industry and
government laboratory settings. Current responsibilities focus on environmental
problems in national security, energy security policy issues and regional
environmental management. Recent investigations include the analysis of energy
security, development and technical management of energy resource programs and
technical organization planning. He served as the laboratory program leader for
Office of Fossil Energy programs, including National Laboratory environmental
partnerships with the energy industry, oil and gas policy support, trade
organization interactions, and environmental technology development. Previously
he has held positions in the oil and gas industry in technical management of
energy programs, corporate technology implementation and strategic planning and
management both in foreign and US operational areas. Dr. Shaw received his
B.Sc. from Western Michigan University, M.Sc. from the University of Michigan,
and Ph.D. in geology from Syracuse University in 1978.

Etel Solingen is Associate Professor of Political Science at the University of
California, Irvine, and a University of California Institute on Global Conflict and Cooperation
1994-95 Faculty Fellow. She has written several publications on nuclear issues. She is the
recipient of a 1995-96 MacArthur Foundation grant on Peace and International Cooperation, and
a participant in "Track Two" workshops sponsored by the University of California's Institute
on Global Conflict and Cooperation, with official representatives to the Middle East multilateral
peace negotiations. She is also the recipient of a Social Science Research Council-MacArthur
Foundation Fellowship, Program on International Peace and Security, and is

Richard H. Solomon is President of the United States Institute of Peace, and independent, nonpartisan organization created and funded by Congress which promotes research, analysis, education and training on issues of international peace and conflict resolution. Prior to joining the Institute, Dr. Solomon served for a dozen years in the U.S. government. His assignments included United States Ambassador to the Philippines, Assistant Secretary of State for East Asian and Pacific Affairs, and Director of Policy Planning Staff of the Department of State. Before joining the State Department, Dr. Solomon was head of the RAND Corporation's Political Science Department. Dr. Solomon earned his PhD. at the Massachusetts Institute of Technology, where he specialized in political science and Chinese politics. Dr. Solomon has done research and consulting work for a variety of U.S. government offices and private sector corporations involved in international relations such as the Johns Hopkins School of Advanced International Studies, the Council on Foreign Relations, the President's Commission on Foreign Language and International Studies, the National Committee on U.S.-China Relations, the International Research and Exchanges Board (IREX) and the Chief of Naval Operations Executive Panel.

Michael Stankiewicz is IGCC's Policy Researcher for Asia. He is currently helping
to coordinate IGCC's "Northeast Asia Cooperation Dialogue," a track two security dialogue
involving China, Japan, North Korea, Russia, South Korea, and the United States. He is
providing editorial support for a book on the economic findings of IGCC's two-year project,
"China Circle: Regional Consequences of Evolving Relations among the PRC, Taiwan, and
Hong Kong-Macao," and coordinating IGCC's new project, "The Structure of Investment in Asia:
Competing of Complementary Networks?"

He has a Master's degree in Pacific and International Affairs from the UCSD Graduate School of
International Relations and Pacific Studies and a B.A. in Government from Harvard College. Prior to
joining IGCC, he completed an internship at Nippon Fine Chemical in Hyogo, Japan, and worked at

Frederic E. Wakeman, Jr., Walter and Elise Haas Professor of Asian Studies, is
director of the Institute of East Asian Studies at the University of California at Berkeley.
Professor Wakeman has been a member of the Department of History at Berkeley since 1965.
He received his BA from Harvard (1959) in European history and literature; his MA from
Berkeley (1962) in Far Eastern history; and his PhD from Berkeley (1965) in Far Eastern history
and Oriental languages. He also studied Soviet studies and political theory at the Institute
d'etudes politiques of the University of Paris (1960), and Japanese language at Stanford
University (1963). Professor Wakeman has published extensively in the field of Chinese history.
In addition to many articles, reviews, and conference volume chapters, recent full-length
publications include _Policing Shanghai, 1927-1937_ (University of California Press, 1995) and
_The Great Enterprise: The Manchu Reconstruction of Imperial Order in Seventeenth-Century
China_ (University of California Press, 1985), the latter for which he received the Levenson
Prize from the Association for Asian Studies. He has been honored as a Guggenheim fellow,
an American Council of Learned Societies fellow, and a National Endowment for the Humanities
Special Chairman's fellow. He served as President of the American Historical Association in
1992. From 1986-89, he was President of the Social Science Research Council. Other
administrative positions include serving as chairman of the Center for Chinese Studies at the
University of California at Berkeley; vice chairman of the Committee on Scholarly
Communication with the People's Republic of China; chairman of the Committee for Advanced
Study in China; educational advisor for the United States Inter-Agency Negotiating Team for
Chinese American Educational Exchanges; chairman of the Joint Committee on Chinese Studies,
ACLS/SSRC; member of the editorial advisory board of China Quarterly; and member of the
editorial advisory board of the American Historical Review. He has also recently served on the
Board of Directors of IREX; on the US-USSR Binational Commission on the Social Sciences
and Humanities; and on the advisory committee of the Center for the Advanced Study of
Behavioral Sciences. Professor Wakeman is currently a member of the Council on Foreign
Relations and a member of the American Academy of Arts and Sciences.

BIOGRAPHY

Dr. Leonard Weiss was born in New York City. He received the degrees of BEE
from the City College of New York in 1956, MSEE from Columbia University in 1959 and PhD
from Johns Hopkins University in 1962, all in electrical engineering. He has been a consultant
to industry and government and has held tenured or visiting academic appointments at various
universities including Brown University, University of Maryland, University of California,
Berkeley, and UCLA. Dr. Weiss is the author of numerous technical papers on various aspects
of applied mathematics, especially the theory of automatic control. He was a Sloan Foundation
Research Fellow from 1966-1968, and an IEEE Congressional Fellow in 1976. He was Staff
Director of the Senate Governmental Affairs Subcommittee on Energy, Nuclear Proliferation,
and Federal Services from 1977-1981, and Minority Staff Director of the same subcommittee
from 1981-1987. He is presently Staff Director of the Senate Committee on Governmental
Affairs. Dr. Weiss also serves as chief policy advisor to Senator John Glenn (D-Ohio) in the
areas of science and technology, energy, environment, space, nuclear nonproliferation, and
government management. He was the chief architect of the Nuclear Nonproliferation Act of
1978, the General Accounting Office Act of 1980, and the Inspector General Act Amendments
of 1988. He led the first comprehensive Congressional investigations of the DOE nuclear
weapons complex beginning in 1985. Other legislative contributions have included amendments
to the Foreign Assistance Act of 1961 and provisions of the Omnibus Trade and Competitiveness
Act of 1988.

Gerard White is assistant director of the Wisconsin Project on Nuclear Arms Control in Washington, DC The Project works to inhibit the spread of nuclear arms and long-range missiles to developing countries. Mr. White has worked for the Wisconsin project for over six years, starting as a researchers at the Natural Resources Defense Council. He now manages the Project office, supervises staff, writes research reports and works with the international media. Previously, Mr. White worked for the Brookings Institution in Washington, where he organized seminars on the Middle East for experts, journalists and policy-makers. Mr. White also served as vice-president of Tanger Inc., a Maryland company specializing in the construction of custom, single-family homes. Mr. White graduated magna cum laude from Brown University in 1986, with special honors in the study of Judaica nd international relations. He also studied at Hebrew University in Jerusalem and has traveled widely in the Middle East and Europe.

Dr. Alfred D. Wilhelm, Jr. is the Executive Vice President of the Atlantic Council of the United States and Director of the Council's Atlantic and Pacific Interrelationships Program. Specializing in China and East Asia since 1967, he received his M.A. from the University of Michigan's China Center, a PhD. in International Relations from the University of Kansas, and is a graduate of the National War College. Some of his more recent responsibilities include U.S. Army Attache in Beijing, China; faculty member of the National War College; Senior Fellow, Institute of National Strategic Studies and earlier, the Atlantic Council; and Chief of Congressional Relations, Defense Security Assistance Agency. Mr. Wiseman is an expert on Asia-Pacific security, arms control and foreign policy and
diplomacy. He presently administers the Ford Foundation's grants to promote cooperative

Joseph Yager holds an AB (1937), JD (1939) and MA in Economics (1940) from
the University of Michigan. He is also a Graduate of National War College (1955). Mr.
Yager's principal areas of specialization are the proliferation of weapons of mass destruction,
political-military problems in Asia and energy economics. He is a regional expert on East Asia,
a former research director at the Brookings Institution and the Institute for Defense Analysis,
and a former State Department Official. As a Senior Fellow, Center for National Security
Negotiations, Science Applications International Corporation , Mr. Yager works on a wide range
of arms control projects. His recent work includes studies on a comprehensive approach to
limiting the production and use of nuclear weapons materials, the issues involved in negotiating
limits on the production and use of plutonium and highly enriched uranium, evaluation of means
of disposal of fissile material from dismantled former Soviet nuclear weapons, the international
plutonium storage system, prospects for nuclear weapons rollback, prospects for nuclear
weapons proliferation in a changing Europe, the role of technology in countering the
proliferation of weapons of mass destruction, Japan and US nonproliferation policy and arms
control and nonproliferation in various regions. While at the Brookings Institution, Mr. Yager
was responsible for studies in the fields of energy policy, nuclear weapons proliferation, Asian
security problems and financing international organizations. As the Deputy Director,
International and Social Studies Division, Institute for Defense Analyses, Mr. Yager supervised
and participated in a wide range of security studies, including procedures for making national
security policy within the US government, an evaluation of Japanese defense policy and a review
of US policy with respect to Okinawa. During his 22 year career in the US Department of
State, Mr. Yager served on the Policy Planning Council as a member and then as Vice
Chairman.. He devoted special attention to Asian problems, military and economic assistance
policies, and contingency planning. Mr. Yager also served as the Economic Counselor and then
Deputy Chief of Mission, US Embassy, Taipei, Taiwan.
