Research Associate at the Sigur Center for East Asian Studies of George Washington University.
He is the author, most recently of "Back to the Future: Towards a Post-Nuclear Ethic--The New
Logic of Nonproliferation," Progressive Foundation, 1994. He has also recently published a
major policy report, "Starting Over: from MFN to a China Policy for the Future," Progressive
Policy Institute, May 1994, and a Policy Institute, July 1994. He is also concurrently a
consultant to the US Institute for Peace (and a member of its Working Group on North Korea)
and was a consultant to the Secretary of the Navy from October 1993-January 1994. From 1989
until March 1993, he was advisor for Policy to the Assistant Secretary for East Asian and Pacific
Affairs, Department of State. He was involved in policy planning and public diplomacy of a
wide range of policies including those towards Korea, Japan, China and Asia-Pacific economic
cooperation with Vietnam and Cambodia. He has also been an advisor to the Office of the
Secretary of Defense (1988-89). He is the author of "Asian Policy: The New Soviet Challenge
in the Pacific." Previous to that he was diplomatic correspondent for "US News and World
Report" (1985-7) and prior to that, was a Washington Correspondent for the Far Eastern
Economic Review. He has written widely on international affairs, with articles appearing in
many journals and newspapers.
