This paper is part of an ongoing research project that monitors and describes the status and evolution of
U.S. nuclear strategy. The paper builds on material published and co-authored by Kristensen between 1997 and 1999, including "Dangerous Directions" (with William Arkin), Bulletin of the Atomic Scientists, March/April 1998, "Proliferation of Weapons of Mass Destruction and US Nuclear Strategy," published by the British American Security Information Council in March 1998, and “Targets of Opportunity,” Bulletin of the Atomic Scientists, September/October 1997. The project is funded by a research and writing grant from the MacArthur Foundation to study U.S. nuclear war planning and also incorporates material researched with the support from the Ploughshares Fund.
