Indian External Affairs Minister Jaswant Singh, speaking about India-Pakistan talks, said "We can change a friend, but not a neighbor... So India will start dialogue with Pakistan again." The Deccan Herald reported that there is growing tension in Pakistan from increased expectations for serious armed conflict between India and Pakistan. The article argued that there were fewer reasons for Pakistan than India to exercise self-restraint, and that Pakistan views the status quo as undermining its interests in Kashmir.
