David A. Kay holds a BA (1962) from The University of Texas, Austin and an MA
(1964) and PhD (1967) in International Affairs from Columbia University, 1964. Dr. Kay is
a senior technical analyst in the Negotiations and Planning Division of Science Applications
International Corporation. Previously he led UN nuclear weapons inspections in post-Gulf
War-Iraq,, and for more than 15 years has been extensively involved in international activities
in commercial and defense fields. Dr. Kay was Secretary General and CEO of the Uranium
Institute, the international industrial association for energy from nuclear fuel. While with the
International Atomic Energy Agency, Dr. Kay served as Deputy Leader Iraqi Action Team and
Chief Inspector for three Iraqi inspections. As Head of the IAEA's Evaluation Section, Dr. Kay
was chief evaluation officer of the Agency, with responsibility for evaluation of all of Agency's
technical co operation activities. Responsibilities included the methodologies and guidelines for
conducting evaluations, evaluation training activities, organizing and coordinating all on going
and ex post project and program evaluations and monitoring the follow up of evaluation
recommendations. While serving as a Senior Evaluation Officer with the United Nations
Educational, Scientific and Cultural Organization, Paris, Dr. Kay established first evaluation
system in the organization that covered regular program and operational field activities.
